On October, 14th, 2008, ADDICT – Agência para o Desenvolvimento das Indústrias Criativas (Agency for the Development of the Creative Industries) was formally constituted, hence providing continuity to a consistent strategy, which had its first public manifestation during the elaboration of a document entitled Creative Industries Cluster in the Northern Region – Macroecomic Survey (English version).
The abovementioned survey was designed with the current economical, social and cultural context of Northern Portugal in mind, as well as the sensitivity and critical mass in the field of the Creative Industries. Thus, the CCDR-N (Commission for the Coordination and Northern Regional Development) challenged a group of entities into promoting a macroeconomic survey that would assess first the region's potential for developing a creative industry cluster and then suggest a strategy to make this movement become a reality on the field. This work was promoted and led by the Serralves Foundation, together with Oporto’s Metropolitan Area, Casa da Música Foundation and Porto Vivo. The elaboration of this survey had the collaboration of international renowned experts, having the work been awarded to the consortium formed by Gestluz, Opium, Horwath, Tom Fleming Creative Consultancy and Comedia. The presentation of the final report took place in July 2008, highlighting in this context, the following conclusions:
